Flip, we intentionally do not put out wind range charts because they are notoriously inaccurate. For example, I could tell you this kite is good from 6 knots (on a surf board, at 110lbs, very experienced kiter) to 30 knots (on a TT, at 250lbs, very experienced rider).
The kite performs beautifully in light winds, whatever you make those out to be. Further, it is a large kite for people who prefer large kites in light winds, whereas some - myself included - would prefer a surfboard or skim board and a 10m.
As always, the effective wind range of the kite depends on your weight, your ability, the board you are on, the water conditions and tide conditions… !
